  • All aboard! Flexibility for tourism transport operators

The previous State 2 easing of restrictions and the Tourism and Accommodation Industry COVID-safe Business Plan, provided tourism transport operators with significant limitations on their ability to operate coaches and marine vessels in a viable manner.  The generally prescribed social distancing rules could not be implemented in any practical way and were also inconsistent with other business settings.

  • Tourism Industry Relieved

The Queensland Tourism Industry Council (QTIC) responded with relief to the Premier’s announcement today about the State 3 easing of restrictions, specifically about the border opening.

The Queensland Government has achieved a great result in controlling infection rates in Queensland and despite the unfortunate community transmissions in Victoria, the medical advice supports the announced staged return to some normality.

  • COVID-Safe Industry Plan Amended

The recently approved  Queensland Tourism and Accommodation COVID-safe Industry Business Plan has, not surprisingly, prompted many questions from operators. The Plan does provide greater flexibility but the interpretation of some of the provisions is not always clear for all circumstances.

QTIC has worked with Queensland Health and the Department of State Development, Tourism and Innovation to clarify potential points of ambiguity within the Plan and some amendments have been made. These changes primarily centre around social distancing and its practical application under the tourism tours approved options. The Queensland Health Directives currently determine social distancing at 1 person per 4 SQMs, however the tourism tour options allow for social distancing of 1.5metres at a minimum between individuals. Tourism operators need to ensure they do not take away an individual’s choice to maintain a social distance of 1.5 metres when determining the number of people that can be accommodated.

Until such time when social distancing guidelines are further relaxed, tourism operators who provide transport/travel as part of the tourism experience, must commit to maintaining the safe (and generally well accepted) 1.5m social distance for staff and customers.  This guideline applies to all aspects of the experience. Please ensure that you familiarise yourself with the plan as there have been some subtle changes that reflect the 1.5 metre social distancing requirements.

Given the nature of the industry, the Plan indicates 1.5metres “where practicable” in some parts of the document.  This refers to specific situations that may arise, including the assistance of passengers up the stairs into buses, or into/onto boats, assistance with diving equipment, or other assistance in preparing individuals for activities, or for the transfer of individuals in tenders onto primary vessels with a duration of less than 15 minutes.  At all other times operators are to provide a minimum of 1.5 metres per person and not take away an individuals’ choice to maintain a social distance of 1.5m.

  • June 2020 Update-From the Chief Executive

Just when our confidence was growing that an announcement of free movement across national borders was imminent, the situation in Victoria has put a dark shadow of doubt over this.  While the number of infections in that state highlight the importance of hygiene and social distancing measures, it should not divert us from the path towards a well-managed return to business in Queensland.  We will continue to make the case to follow the Roadmap to easing restrictions,  including opening of the borders.

Such easing is well supported by the measures in the approved industry plans, including the Tourism and Accommodation Industry COVID-safe Plan.  The industry is doing everything it can to operate responsibly, as is also demonstrated by the strong pick-up in Queensland of the COVID-clean practising business checklist (see below).  If you have not yet completed the checklist, I strongly recommend it to reassure your customers.

  • COVID-Safe Industry Plan vs COVID CLEAN

There has been some confusion around the COVID-Safe Industry Plan and the COVID-CLEAN Practicing Business Program.

The Queensland Tourism and Accommodation Industry COVID Safe Plan, sets out the Queensland Government requirements for our sector to operate in Stage 2 and Stage 3 under the Roadmap to easing Queensland’s restrictions, approved by the Queensland Chief Health Officer.

The COVID Clean Practicing Business program is an additional, national, recommended program which provides you with a checklist for COVID-19 Business Cleaning Policy and Procedures. The checklist has been adjusted to reflect the Queensland government requirements. Once complete this program will allow you to use the COVID-CLEAN logo.
